    Apprenticeship Reform Moves as Fall Session Ramps Up             By: Brent Sailhamer, Director of Government Affairs, ABC Keystone   After months of languishing in the House Rules Committee following an abrupt departure of the Pennsylvania legislature in July, a bill reforming Pennsylvania’s arcane apprenticeship laws advanced this week. House Bill 1952, sponsored by Rep. Steve Mentzer (R-Lancaster), would remove the two-tiered current system of on-the-job training for apprentices in Pennsylvania’s skilled trades. Under the current system, which was put into place in 1961, apprenticeship programs that incorporate a collective bargaining agreement (CBA) are free to define their own ratio of supervisory journeymen to apprentices. If the program does not incorporate a CBA, known as a “non-joint” program, state law dictates that each apprentice must be under the supervision of no less than four journeymen. This outd ...     Pennsylvania Looks to Clean Up Worker Misclassification Act

    The Pennsylvania Department of Labor & Industry and the U.S.  Department of Labor Wage and Hour Division have signed a three-year Memorandum of Understanding to protect employees' rights by preventing  their misclassification as independent contractors or other non-employee statuses.
