Who We Are
In 1950, seven contractors convened in Baltimore, Maryland, to form an association united by the belief that construction contracts should be awarded based on merit to the most qualified and responsible low bidders – this philosophy forms the cornerstone of ABC.
Founded on the principle that free enterprise is essential to our nation’s prosperity, ABC’s core mission is to advocate for and uphold the principles of free enterprise within the construction industry, while providing members and their employees with opportunities for success.
Today, ABC stands as a formidable organization with 67 chapters and over 23,000 members, playing a prominent role in representing America’s business community and the construction sector.
Keystone Chapter serves over 667 members across 35 counties in Central PA, making us the 3rd largest of ABC National’s 67 Chapters. ABC Keystone is headquartered in Manheim, Pennsylvania, with additional offices in Howard and Harrisburg Pennsylvania.

Workforce development at ABC Keystone focuses on preparing future industry leaders through initiatives such as camps, hands-on learning experiences, and scholarships.
Advocacy
We champion the merit shop industry on national and local fronts. Embracing the “Merit Shop Message,” we advocate for open competition and free enterprise in construction. Our chapter actively defends and advances member priorities at local, state, and national levels.
