This year, Gov. Josh Shapiro issued a directive for all Pennsylvania state agencies under his jurisdiction to use Project Labor Agreements on most public construction projects. The agencies will use PLAs when a project meets certain criteria. We also are tracking other issues including Responsible Contractor Ordinances which essentially equate to a covert way of further attacking competition.

We believe public construction projects should be awarded based on merit, qualifications and safety records, not contractor classification.

Project Labor Agreements drive up costs and limit opportunities for approximately 90% of Pennsylvania’s contractors. A level playing field saves taxpayer money, supports local job opportunities and yields quality results for all Pennsylvanians.
