Bryan Smolock
Director of Labor Law Compliance, PA Department of Labor
Bryan was hired in a temporary clerical position in October 2001 at the Pennsylvania Bureau of Labor Law Compliance. After being hired on permanently, he was an administrative assistant, worked seven years as a labor law compliance investigator, and eventually an administrative officer and program manager. On April 1, 2018, Bryan was named the Director of the Bureau of Labor Law Compliance. Bryan is a graduate of Alvernia University.

Gale McLean, PHR, SHRM-CP, President, Contractor Benefits Group, LLC
Contractor Benefits Group, LLC was established by Gale McLean, who founded the company after struggling to find a quality fringe benefit plan. With 25 years of experience in the construction industry and certification as a human resource professional, Gale oversees the strategy and design of The Contractors Advantage Plan. Her role encompasses sales, marketing, and client service. She is also a sought-after speaker on prevailing wage compliance. Gale particularly enjoys engaging with plan participants and assisting them in accessing their benefits.

Tom Santa Barbara, AIF, CPFA
Senior Vice President, Direct Advisors, a division of
HUB Retirement and Wealth Management
Tom started his career over 40 years ago in the insurance and employee benefit business that took him from Boston to California and finally back home to the Albany, NY area. In 1999, Tom purchased a third party administration business that provided bona fide benefit plans to merit-shop construction companies subject to prevailing wage regulations. He turned that business into Direct Advisors, LLC.
