May 26, 2022 – Thirteen students from across Pennsylvania and Maryland were recently awarded scholarships from the Merit Shop Training and Research Center (MSTRC). The $24,500 in scholarships for the 2022-2023 academic year brings the total to $574,850 that has been awarded by the MSTRC since its inception, helping students entering a career path in the construction industry.
The Pennsylvania primary election is finally over. After the state budget is completed in June – which is expected to pass with little fanfare – we will enter the summer slog to election day. When the legislature returns in September, session days will be light and campaign activities will be heavy.

Espenshade Jr. (Elizabethtown), Carpentry, Wohlsen Construction Company (Lancaster) and Bryan Williams (Bird-in-Hand), Electrical, C Mechanical Services (Lancaster). The awards ceremony took place during ABC Keystone’s Apprenticeship Graduation held on May 18, 2022, at Clipper Magazine Stadium in Lancaster. Edgar and Bryan received eagle trophies and gift cards in celebration of their achievements.
Manheim, Pa, May 20, 2022—ABC Keystone Apprenticeship & Training Trust is pleased to announce 84 apprentices have graduated from the Chapter’s PA-registered apprenticeship program in seven trades, including: Carpentry, Construction Craft Laborer, Electrical, Heavy Equipment Operator, HVAC, Masonry, and Plumbing. Meet Amir Boutorabi! What role do you play in your organization? I am a Preconstruction Manager for Warfel Construction Company. I work closely with clients and design consultants to create conceptual/detailed estimates while analyzing market conditions and performing constructability reviews. It is the responsibility of a Preconstruction Manager to set up a project for success from the beginning and to ensure a seamless process from start to finish.

It’s that time of year again. Almost as exciting as the holidays. It’s STEP season. Okay, I can hear the groans and the eye rolls, and it reminds me of my wife or our girls as they respond to one of my comments. But it truly is an exciting time for ABC with the approaching STEP application deadline of July 1 for recognition at the Safety Recognition Breakfast on August 16. STEP is an extremely important time for us, and the data that is collected helps us to accomplish two of our missions: protecting employee total human health and advocating for your businesses.
OSHA has released a new emphasis program designed to protect workers from heat related illnesses. This is the first time that OSHA has put together a tool to protect workers, whether they are indoors or outdoors, from an environmental exposure to heat. The effects of working in higher temperatures has been studied for several years, and it was evident that some sort of protections would be implemented for this type of exposure.
Earlier this year, economic forecasters throughout the construction industry weighed in with their assessment, analysis, and even projections for 2022. In February, ABC Keystone hosted Anirban Basu, ABC National’s Chief Economist, and possible secret agent, to give his industry outlook at the annual Economic Breakfast. His presentation not only reviewed and interpreted key metrics, but it also had implications for day-to-day business activities. As economics and law go hand-in-hand, the emerging economic landscape drives how contractors should negotiate their contracts and the types of terms they should include.
I’ve been asked a lot lately, “what’s your future look like?” or “where do you see yourself in five years?” I’m going to be honest; I don’t know. That doesn’t mean that I don’t have goals or that I’m unmotivated. I just don’t know where my accomplishments will lead me, and I’m okay with that.

Since I work on the insurance side of construction, I don’t typically get to see all the details that go into planning and estimating. ABC has provided a fantastic forum for discussion and networking that allows my peers and I to learn about the areas of construction we don’t see on an everyday basis. I feel that with each meeting, I gain knowledge and experience that I can use to better serve my clients.
