Meet Donald Stahlnecker! My role is Project Manager at Warfel Construction Company in our Operations Department. Internally, I manage our construction teams on the individual projects on which I’m working, and externally, I coordinate with our clients and design teams on project schedules, costs, and constructability.
This month we celebrate the July 4th holiday, or as the older generation knows it, “Independence Day.” For some, this is just another day off from work. But to many, it is truly the celebration of our freedom, freedom from oppression and tyranny to create a more perfect government. This day is recognized yearly in honor of the formal adoption of the Declaration of Independence.
In 2008, Quarry View Building Group came about as a result of Ben, Levi, and Chris King following their dreams. The brothers desired to build projects utilizing old-world building techniques. Their foundation of a rich Amish heritage in craftsmanship led the way for Quarry View to become a builder of custom timber frame, commercial, residential, and equestrian buildings. Like the first artisan builders of America, our focus goes beyond functionality and durability to timeless design.
Who is tired of hearing “elections have consequences?” I know I am, but after spending several days in Washington D.C. at the ABC National Legislative Conference, I get it. ABC National has been tracking several issues and waiting for some of the rules from the current administration to determine the next course of action. Several of these steps include preparing to file suit. The list of items from this administration that ABC opposes is extensive, and I suggest you visit the ABC website to review the list in detail. There are two items that I would like to highlight as they are of great importance to ABC members.
Manheim, Pa, June 27—ABC Keystone is pleased to announce the addition of three team members. Keegan Reed has been hired as Director of Electrical, Terri Confer as Regional Member Services Manager – Nittany Valley Office, and Annette Carr as Administrative Assistant – Education.
The last week of June is traditionally the “mad dash” to complete the state budget and hit the campaign trail. This year has been no different. While both sides were optimistic a budget deal could be made early and without much “heartburn,” those hopes were dampened by disagreements on various policy issues and funding certain state-related universities.
In today’s world, retirement plans such as a 401(k) are not only commonplace, but are almost a requirement. Whether you are talking about attracting new talent or retaining your current employees, giving people the opportunity to save for their retirement is something most employers need to consider. Defined benefit plans are far less common these days. As such, most employees are realizing the need to plan for their own retirement. Sure, employers will reap the benefits of their company contributions being tax deductible, but what if there was another way a contractor could leverage their retirement plan to help make bids more competitive? The Davis Bacon Act can allow employers to do just that.

We hear all the time from those outside our industry that we are not safe, yet we hear our members say they take “Safety First” seriously. Which is it? It’s probably a little bit of both. Statistically, over the last several decades our industry has continued to get safer. However, we can do better to reduce jobsite injuries and fatalities.
The Keystone Chapter has expanded its footprint from 10 counties of South-Central PA to a new footprint of 33 counties in Central PA. The Board of Directors for the ABC Central PA Chapter voted in May to have their Chapter consolidated into the ABC Keystone Chapter. Following this vote, your ABC Keystone Board of Directors voted to accept the consolidation. The final step was in June, when the National ABC Board voted to approve the consolidation as of June 14, 2022.
ABC and its member companies work daily to build a construction workforce that is diverse, safe, skilled and productive. A foundational pillar of ABC’s very existence is safety. A culture of both physical and mental health and safety cannot exist without leadership taking a stand that includes an unwillingness to compromise safety and modeling this belief in their every action. Challenging and transforming the status quo to create a belief that all incidents are preventable creates a culture where safety is considered a moral obligation not just for leadership, but for all employees.
Manheim, Pa, June 16, 2022—ABC Keystone is pleased to announce the expansion of the Chapter’s service territory from an original 10-county footprint to 33 counties spanning central PA. The Central PA Chapter of Associated Builders & Contractors (ABC) has been consolidated into the ABC Keystone Chapter, made official by vote at the ABC National Board of Directors meeting on June 14, 2022, in Washington D.C.
Van Halen said in 1995, we are, “livin’ with the aftershock.” The Pennsylvania primary election has come and gone. As with any election, there were some surprising and some not-so surprising results.
It’s time to celebrate! How great it is to see individuals work hard, complete their training, and move on to the next stage of their lives. High school students are trying to figure out what they want to do with their lives after school. College grads are looking for their first job and dealing with the student debt they have amassed. And, craft professionals have completed their education and are moving into their careers fully trained.
